Legal Question in Real Estate Law in India

My father who was the owner of the flat that we live in died unexpectedly. My father could not make a will. We are 3 siblings, 2 sisters who are married and myself. We now want to transfer the ownership of the flat to my mother but the society is creating problems. We have already obtained a legal heir certificate from the tehsildar's office and got the transfer deed registered in the sub-registrar's office. But the society is not issuing the share certificates to her name. What should we do to get the share certificate in my mother's name? What can happen if the society does not issue the share certificate?
