Legal Question in Real Estate Law in

A flat is jointly owned by husband and wife.The registration has not been done yet and they want to sell the flat.Can the wife give special power of attoney to the husband for registration of the flat in the name of the new buyer? Does this POA have to be registered or notarized ? The property is in Kolkata and the sellers stay in Bangalore.
