Legal Question in Real Estate Law in India

We have given a flat on 11 months leave & license agreement which is registered. There is clause in the agreement that the licensee shall not create any encumbrance like passport, ration card etc on the premises.

Now the licensee has requested us to issue them a NoC for temporary change of address for their passport and gas connection. Can we issue such a letter?
