Legal Question in Real Estate Law in India

we have ground floor in krishna Nagar east delhi, agreement states that all water & electricity meter are installed of all 4 flats which cannot be disturbed. We are drastically affected by noise of water/pump or motor especially between 10:00pm - 6:00am run by 2nd floor & also they have started parking their scooter in the vacant area oustide our gate on ground floor close to main gate. please advise if they can do this & what action can we take , where should we complaint. Please advise
