Legal Question in Real Estate Law in India

Hi,

I am a little confused about buying/selling property in Delhi on GPoA. Supreme Court had specifically said that a �person may enter into a development agreement with a land developer or builder for development of a parcel of land or for construction of apartments in a building, and for this purpose a power of attorney empowering the developer to execute sale agreements can be executed�. Does that mean flats, floor or houses cannot be sold by executing GPoA, and GPoA in case of property be only executed if the property is to be developed in any fashion.
