Legal Question in Real Estate Law in India

Hi,

I have been living in a housing society in Pune. Recently I shifted few of my appliances to other flat in different society. After I came back, the guard at gate stopped me and told me that I had to give an NOC from office (they charge Rs. 100/-). Since it was already late and office was close, I went to society office next day and they said that since I moved appliances without NOC, now there is a penalty of Rs. 5000/-

1). Is this even legal?

2). Why do I need to give NOC to move my own appliances?

3). How can they charge me such an hefty amount for it? Since, I will be moving out of the rented apartment, the land lord will deduct that amount from the deposit and pay the society, since it is not his money he is not worried about it. What can I do legally about this situation?

Rules of society are for the safety of the residents instead of approaching court you may pay the charges and move out.
