Legal Question in Real Estate Law in India

My house builder has handed over a incomplete house to me. I do not have a formal agreement copy with him. But I have paid him well in advance all the cost required for the house construction to be completed. Now whenever I ask him start the rest of the work, he delays by some excuse. I have paid most of the money by online transfer to his account. Please tell me all the possible actions that I can take against him.

Laws governing construction and sale of flats/apartments are State Laws. Please check law applicable to area where flat situated and act accordingly.
