Husband Nominate wife, after his death, Wife Nominate one and only Son (no Brothers), after her death still son require no objection from sisters to sell the flat?

Dear Sir / Madam,
A nominee is the custodian of the property on behalf of other surviving legal heirs. The nominee is required to submit an afffidavit and indemnity bond to this effect.
