I have made dastavej of new flat at Rajkot Builder firm has four partners but only one partner was present for signing of dastavej at sub - Ragi star office.Other partner has given authority to sale.
It is legal or I should get signature of all partners

If it is a registered irrevocable PoA, then it is valid.

As per the Partnership, One single Partner cannot transfer the property belonging to partnership firm. Each Partner have to compulsory sign the sale deed or have to confer power of attorney on one partner to sign such sale deed on behalf of all partners. such POA has to be registered with sub registrar office.
