As i understand you want to Change the Land from New Tenure (Navi Sarat) to Old Tenure (Juni Sarat)
This can be done. You need to have continious possession of land for 12 years without any breach. Also, you will be required to pay premium @ 40 % of the land valuation of the Jantry Price.
Once land is free from new tenure restriction, you can convert it to NA, and also sell it without any permission from collector.
