can a pagri based house could be transfered by husband without taking in notice of wife and child to third party leaving wife & children on footpath and wheather land lord has right to transfer withouttaking noc from wife

Dear Sir / Madam,
YES, if the tenancy is in the name of the father, he with the consent and approval of the landlord can transfer the tenancy to a third person, and he does not require his wife's consent for doing so.
