Legal Question in Real Estate Law in Pakistan

please provide legal requirements for

A property which has been purchased but the owner of society did not give registration of the said property due to his under hand negotiation with DHA for amalgamation of society land into DHA,

now in order to get same price which he as owner of society shall get what legal course of action is must/necessary to undertake?
