Legal Question in Real Estate Law in India

I have purchased a flat in Noida ext. through a dealer with a credit not of 70k in Gaur city2. According to Credit Note he will pay credit note money after 40% of flat payment is done. I have paid 55% of payment of the flat but still got only 30k from dealer. He keep on saying that builder did not paid full commision. What should I do? Its been more than 6 month now.
