Legal Question in Real Estate Law in India

My question is a person has Purchased a property and registered it in his name , but the MUTATION is in the name of the former PROPERTY holder.

NOW MY QUESTION IS - CAN THE CURRENT PURCHASER "GIFT" A PART OF THE PROPERTY TO ANOTHER NON RELATIVE PERSON OF HIS CHOICE ?
