RESPECTED SIR, i am a handicapped person & my wife is bed ridden lady due to an accident . my house is one house next from the road ,& i am using boundary line(one & half fit clay boundary } as road to access my house, as i have built up house over a ancestral farm land . now my problem is my neighbor is not allowing even a three fit underground municipal water line or putting some stone over the boundary so that in reining sturdy road can be formed. please advice me legal steps with legal cloys number. thanking you govind p

Dear Govind,
You should write to the Gram Panchayat / Municipality explaining your situation, and with their acknowledgement and acceptance, you should lay the underground municipal water pipeline to your house. You do not need any permission to rebuild your existing compound wall from clay to stone.
