Can the Common Terrace of the society be sold by the builder to one flat owner in the society ???

Terrace should be approachable to all the residents of that block

and the terrace rights to vest with the society / R.W.A.Builder does not have right over the common terrace and cannot sell to one individual owner .

That depends on several factors like transfer of title, specific mention of terrace in agreements with purchasers etc.
