Legal Question in Real Estate Law in Pakistan

We are tenant in a building since 1986. Out Landlord has made last written contract with us on 1996. In that contract the increase of Rs. 30% after every 03 years is mentioned. The contract was for 03 years and it expires on 1999. But since 1999 no written agreement was signed between us and we are paying the same amount of rent to the landlord as of 1999 and they are accepting it and no notice has been served to us. We were making payment of monthly rent of Rs. 11000. Now can the landlord demand increase in rent at the rate of 30% after every three years from 1999. The landlord has never done any repair & maintenance work to the building.
