My daughter's will was signed by three witnesses, one of whom was an inheritor in the will. Is that legal?

In British Columbia, a will must be witnessed by two (2) people, neither of whom can be the executor, or receive anything under the will, or have such a person as spouse, except for executor's fees. Further answer is not possible without actually seeing the will and determining more about the witnesses.
