Can one person transfer his share of a jointly owned piece of land to another person without the other owner knowledge?

YES.

IF FACT IF A JOINT TENANT DOES NOT ACT ON HIS SHARE AND SEVER THE JOINT TENANCY AND HE DIES, ALL HIS INTEREST AND SHARE GOES TO THE SURVIVING JOINT OWNERS.
