Legal Question in Wills and Trusts in India

sir,

i have a house made by my father.my father died in 1990.we are 3 brothers and 2 sisters.my elder sister died 8 years ago.now her husband and children(both adult)are not demanding anything but are unwilling to go through any kind of legal procedure(signing in a deed of gift or no objection deed).now we want to developing the property.what will we do in such case.
