Legal Question in Workers Comp in India

I am working in Chandigarh State Blood Transfusion Council, which is under provisions of National AIDS Control Organisation (NACO) and National Blood Transfusion Council (Delhi). I was appointed on a salary of Rs. 10,000/- but a letter issued by NACO shows that the minimum range is Rs. 11500/-. Despite my request letter in writing, my concerned officer is not revising my monthly salary.

What solution is available to me without any danger to my contractual job.

Dear Sir / Madam,

You should first confirm whether the definition of "salary" as per your appointment letter and the letter issued by NACO is one and the same. What I mean here is whether Allowances are included or not included in the definition of the word "salary". If the terms of reference in both the letters refer to basic salary, you should politely request your concerned officer to pay you the minimum stipulated monthly salary of Rs 11,500/- as per NACO.
