Legal Question in Immigration Law in Afghanistan

Can a Family go as Refugee from USA to Canada as Fake like coming from Afghanistan?
My family living in USA, they have no insurance and nothing but having green card. Because they had been sponsored .But i want to know that is there any possibility to go to Canada as visitor and tell the Canada Government that we came from Afghanistan and would like to become asylum and refugee in here? And also another question, once my family gets in Canada and the government accepted them as refugee, after that is it possible for my family to bring some of their young children who are remained in Afghanistan?
