As a Franchise Attorney I can tell you this is not antitrust law subject matter. The antitrust laws deal with conspiracies among competitors to fix prices, etc. Besides, this is a common practice with a legitimate reason: charge new customers less to get new customers. Consult with a good business or franchise attorney in your area for specific advice.
