Are there federal laws the prevent the government , local or federal, from placing laws the effect a certain population based soley on religion, sex, sexulaity, ethnicity or etc, if so where could I find out more?

There are a LOT of them.
Google "civil rights department federal" and "civil rights Alabama"
follow the official, ".org" and law firm links.
There are a ton of them. Sometimes state law trumps federal law, but that's unusual when it comes to civil rights. Usually what happens is that the state is MORE protective than the federal government, not less [example: sexual orientation protections].
