Is it legal to record myself watching other people's YouTube videos?

It should be legal to make the recording, put it to personal use, or use it in other limited ways. But if the other videos are visible and/or audible in yours, then publishing your video would likely violate the copyright on the original. Whether it would will depend on a variety of factors. You may want to consult with a lawyer directly so you can discuss your plans in more detail -- especially if you want to make commercial use of your videos.
