If I marry a woman do I assume responsibility for her pre-existing debts?

Generally no. Just because you are married does not mean you owe her debts. Of course if you sign papers agreeing to be on the loans, etc. then you can be.
Keep this in mind particularly if she has any debt collectors contacting her - if they know she is married they often will lie and say you are responsible.
