Finance Charges/Changing payment dates

Can credit card company charge

you finance fees on a $ 0.00 balance? Also can credit card company change your payment dates whenever they wish?

You will need to read your card user agreement to find the answers. It contains all the terms of your account. It is very likely the agreement allows the credit card company to charge a minimum finance charge regardless of a balance. It will also set out how the payment dates are set each month within the billing cycle.
