Am I responsible for my husbands bills he had before he was arrested on federal charges?

If the debt you are referencing was not a joint debt (one which you and your husband agreed with the creditor to be reponsbile for), then you are not responsible for his individual debt. If the debt is joint then you are both responsbile. His incarceration is irrelevant.
