Collection for Returned Check Fee

I received a letter from the Office of the District Attorney saying an arrest warrant had been issued for me for the charge of speeding and that I could avoid being arrested by paying $28.50. I received a speeding ticket in Guntersville, AL in the year 2000 and paid the ticket by check. I am thinking that it was presented once and bounced, then they presented it again and it was paid. Now they are trying to collect for the first check bouncing. Is there a statute of limitations on this? They have already issued a warrant for my arrest? What am I to do? Can they do this? I paid the full amount of the ticket issued and do not understand why they are contacting me four years later. Am I obligated to pay this?
