Dropping Charges
If you call the police to a domestic violence scene between two males, does the state have the right to prosecute without the individual who called having pressed charges? If so, is there any way to have the charges dropped?

Once the police are called, and an arrest made, the "criminal case" belongs to the state. Not to the individual who made the call. (civil cases bsically belong to the individual who sues, not to the state)
It may be hard for the state to proceed without your testimony, but it is done all the time. You can in most instances be compelled to testify through a subpeona.
