Grand Jury
Why would a person be brought before a grand jury twice one the same charge? Who would make that desicion, their attorny or the prosacuting state? what is comspire for murder?

There are several possibilities: the first time the grand jury did not indict; there were different charges; new evidence. Conspiracy is where two or more people devise a scheme or devise to accomplish somem illegal activity - conspiracy to murder would include paying someone to do it, arranging for someone to do it, planning it, participating in it in any way.
