wrongly accused
can a police officer write a police report without viewing video tape of someone stealing, if the store owner say they have the video and the officer just go by what the owner says and the report was made after the person was fired.

It happens all the time. But when you go to trial, what matters is not what is in that police report but what is on the tape. If you have been wrongfully accused of a crime, it is imperative that you talk to an experienced criminal defense lawyer immediately.
