If my parents have to enter a nursing home in the next few months, what transfers of assets are allowed between now and then? They currently live in Alabama, have cash in CDs, and a mortgage on a condo in Florida. I live in Georgia and my only other sibling lives in Alabama.

You should meet with an experienced Elder Law attorney to determine this rather than simply asking a question here. The topic is much too complex to answer generally but the savings you can experience if you meet with an attorney could be substantial. Call around, find an attorney experienced in this area, buy an hour of his/her time and see what they recommend.
