18 year old in Alabama, wants to move to Wisconsin away from her parents

My niece is 18 and a senior in school. She has a 6 month old son. She lives with her mom (my sister ) in Alabama. My sister wants her to quit school and come back home to take care of her child. I am willing to bring my niece and her son to Wisconsin so she can finish high school. Can she legally move to Wisconsin at 18, without her moms permission?

Sure, Mom just needs to give permission and sign over guardianship to you. easy process but is done in Alabama.
