file motion for dependency and custody at family court, you need a lawyer to establish the relationship with the child and why it is in her best interest to be with you. Biological father is probably looking at social security that he will get if he gets custody. I will be happy to discuss it with you.

You don't state what your relationship is to this child, but you need a lawyer. I wouldn't advocate self-help on a case like this.
