Can a Grandparent take his grandchild and tell the parents that they are unfit and have no right to her?

They would have to file a dependency action in Juvenile Court alledging the child is dependent and specifically why the child is dependent, i.e., parents use drugs, parents fail to provide for the health, welfare and safety of child, etc. They can do this themselves or they can retain a lawyer.
