after his mothers death what would be more legal the divorce decree or her will?

Your questions does not really make sense. Both are legal and neither is more so than the other. If the will says he inherits unless he divorces then the will would determine whether he inherits or not. And then there may be other scenarios that could determine whether there is inheritance. More information is needed to know what you are seeking an answer to.
