Is it ethical for a Judge to be a known acquaintance of a "Character Witness" in a case that the Judge is ruling on?

Yes, First, a "character witness" does not really exist. A person can testify to your reputation in the community, but a witness can't testify to what a swell person you are. Look up the cannon of judicial ethics, and you will see that it takes at least the apperance of impropriety to ask a judge to recuse him or her self.
