During a divorce proceding contemplating relocation of minor children out-of-state; my ex-spouse made pledges regarding the care of my children and to take certain measures to maintain my childrens' contact with me should she be allowed to relocate. These promises made in open court were not incorporated into the final divorce judgement and have not been realized. Is there any realistic hope of enforcing the promises which were made?

You can obtain a transcript of the court hearing where she made these promises, and then use it as part of your evidence in a petition to modify the trial court's order. You need to get a court order in place requiring your wife to comply with those conditions before you will really be able to enforce them against her.
