Joint Tax Debt Not paid to IRS since divorce

My Husband and his ex-wife had a tax debt at time of their divorce. The judge had ordered in the divorce decree to sale house and split equity. My husband�s ex-wife asked him if she could buy him out of house. Instead of refinancing the original mortgage she got a 2nd mortgage. That was to pay off the IRS debt and he was to sign a quick claim deed on property. My husband signed quick claim deed and his ex-wife stated she would send IRS lump some check for debt. He did not receive money from buy out since it was a large tax debt. To make a long story short- we applied for a loan to purchase house and a Federal Tax lien appeared for the total tax debt. The ex-wife never paid debt. No one will give him a loan for anything. Do we have a legal case to clear his credit and require her to pay unclaim debt?
