Is a judges signature legal in all counties?

I have full custody of my child the father gets only saturday vistation rights until the child is the age of three. I have legal papers on my divorce decree that states that I am awarded full custody of my child signed by a judge and filed through the court system. however, my ex-husband got my child on a saturday at nine am and was to return her to me at seven pm that afternoon, however,instead of returning her to me he returned her to my parents who in part will not return her to me. because, they think that I am trying to take her away from them when I get married. however, I have had the sheriff of the county in which they live in to go out and get the child but for some reason they would not get her nor would they honor the judges signature that is stated on the custody papers. Even the DHR of that county said that they were in wrong and that the police should go get her and return her to me. My question is simply this How can one county override another counties atthority? There is no reason that my parents should keep my daughter away from but, I am doing all that I can to get her back please give me any advice in how to handle this matter and why one county can make up their own laws. Thank you

If the document is legal, then the other county should honor it. You need to contact an attorney in that county. good luck.
