Is it legal/ethical for an attorney to charge his/her hourly fee for the client's phone call to a secretary at the office?

Not if he bills you at his own rate. Sometimes, attorney retainer agreements note that fees for the work of support staff will be charged at a separate hourly rate. You should check your retainer contract to see if that is the case.
