If a mother refuses court ordered visitation rights to a father, what steps need to be taken to get the child as soon as possible?

Petition the court to have her show why she is not allowing visitation. If there is a REAL emergency (the child is in danger or she threatens to take the child from the state) you would ask for an emergency hearing. Get into court with this.
