help for non custodial parent

Can I get any kind of visitation rights to my non custodial niece?

Both parents are abusing drugs and homeless.

Yes, you have to go to Family court in the county where the child resides and file a petition of dependency alleging drug abuse by the parents. This will result in DHR doing an investigation and removing the child from the home. You can ask to be custodian.
