payment of medical and dental bills on minor children

My divorce decree states my exhusband is responsible for medical and dental bills on our two children. His attorney only wants him to pay what my insurance company did not pay and not my premiums for the insurance. Is he not responsible for the full total of the medical bill? Because if I didn't have the insurance he would.
