can the state of texas give authorization to state of alabama to amend child support orders from texas

No. If the order is a texas order, they can amend it. The order from texas can be enforced by an Alabama court, but not amended by an Alabama Court, unless the Alabama court seizes jurisdiction and amends child support as an Alabama matter.
