How to transfer guardianship

How do we go about transferring guardianship of a 10 year old orphaned member of our family from my cousin in Mississippi to me in Alabama

If everyone is in agreement this can be handled by filing a dependency action in court. It would cost the filing fee and a small attorney fee since there will not need to be a trial or adversarial hearings.
