my wife's ex husband is primary care giver of their daughter. my question is does he have the right to tell her where or where not she can take her on her week-end? they have joint custody

I assume from your answer that the father has primary physical custody and the mother (your wife) has visitation; and that they have joint legal custody. In that case, there are no restrictions on visitation except those placed by the court. THe court has the authority to limit visitation in a number of ways if those limits are in the best interest of the child. If there are no restrictions in the court's order, any reasonable exercise of visitation is permitted. The husband is NOT authorized to stand in the shoes of the judge and tell your wife how visitation shall be carried out. At the same time, you MUST obey the restrictions placed by the court. Visitation must be carried out in a way which does not endanger the child or expose him/her to any harmful or unsuitable influence. If it get to be a big argument, go back to court.
