Legal Question in Civil Litigation in Alabama

A friend of mine ran into the back of a car on his scooter when the man in front of him slammed on his brakes. The man is an attorney and has been milking my friend for money for over a year. Over 1500 dollars for a bumper. He is now threatening to take the claim to court if he doesnt continue to pay. Their was no police report done because the man had been drinking and didnt want the police involved. Can he take this to court over a year later?
