When you pawn your title to your vehicle are they required to put a lein on it so the courts can not give it to someone you owe.

If they want to "perfect" their lien, then they do need to do a filing which establishes who has first claim on certain property, as in this case, an automobile. If they do not, then any person who is owed money and receives a judgment can lay claim to anything you own.
